Oil Change International is seeking a United States Program Co-Manager to develop strategic campaigns, manage the U.S. team, and support partners to end fossil fuel subsidies, stop fossil infrastructure, and pressure the U.S. federal government to confront the fossil fuel industry.


The expansion of fossil fuel extraction and infrastructure in the United States poses one of the greatest challenges to averting the worst impacts of the climate crisis. The federal government is pouring billions of public dollars into subsidizing oil and gas while continuing to permit fossil fuel expansion, and many are using the war in Ukraine to justify increased oil and gas extraction and export. This is despite the fact that science and equity dictate the United States should stop fossil fuel expansion and rapidly decrease fossil fuel use to limit global warming to 1.5ºC. 


Social movements across the United States are waging strong campaigns to stop the expansion of fossil fuels in regions like the Gulf Coast and Permian Basin, phase out fossil fuel production in 'first-mover' jurisdictions like California, and end financing and support of fossil fuels and 'false solutions'. Oil Change International works with coalitions opposing fossil fuels and provides critical research, communications, and advocacy support to communities on the frontlines and fencelines of oil and gas production.


We are looking for an experienced strategist, campaigner, and program manager to co-manage the United States program and staff with the current U.S. Program Manager, collaborate with partners to expand and win these campaigns, and amplify the narrative that an equitable and managed phase-out of fossil fuels is a crucial part of climate leadership. 


The ideal candidate will have a proven ability to campaign on climate, environmental, and/or social justice issues, collaborate in coalitions and partnerships, and practice strong communication skills. The ideal candidate will also have experience managing projects and/or teams, including leading planning processes, assisting with grant writing and fundraising, and working across internal teams.

Reports to: Regional Programs Director
Location(s): Primarily virtual / remote work. Candidates must be willing to occasionally work flexible hours to coordinate with colleagues across time zones. Depending on location, several weeks of travel per year may be required to attend meetings, retreats, and conferences on behalf of the organization.
Type: Full-time (36 hours per week), exempt.
Salary Range: USD 90,000 to 105,000 annual salary.

Major Responsibilities:
  • Work with NGOs, grassroots organizations, and other partners to develop and advance campaigns to stop the expansion and manage the phase-out of fossil fuel production at the national level and regionally in key states like California, New Mexico, and Texas; 
  • Support climate justice movements and allies - including frontline communities - to stop fossil fuel infrastructure and keep oil, gas, and coal in the ground; 
  • Mobilize resistance to stop the oil and gas industry's cynical attempts to deepen fossil fuel dependence and instead advance the need for a swift end to the fossil fuel era; 
  • Share U.S. program leadership with a Co-Manager, including program and project management, collaboration, fundraising, and team administration; 
  • Mobilize pressure with partners on the federal government to end public finance, subsidies, and support for fossil fuels and false solutions like carbon capture and storage, 'clean liquified natural gas (LNG)', and 'responsibly sourced gas'; 
  • Coordinate research and analysis in collaboration with partners and colleagues to provide information and resources to campaigns against fossil fuel supply; 
  • Develop and implement advocacy and communications strategies to pressure government and corporate targets and create change; 
  • Prepare press releases, blogs, and other campaign materials in partnership with colleagues and partners to elevate the profile of campaigns in the media and online.
Required Qualifications, Skills, and Abilities:
  • Experience advocating on climate and energy justice or other social or environmental justice issues; 
  • Experience with project planning, management, assessment, and evaluation; 
  • Ability to engage in coalitions and collaborate with a wide range of partners; 
  • Experience developing multilayered strategies and adapting as needed; 
  • Strong written, verbal, and interpersonal communications skills; 
  • Understanding of privilege, class, and race, and dedication to incorporating justice, equity, diversity, and inclusion principles into organizational and advocacy work; 
  • Commitment to the mission of Oil Change International, passion for advocacy and campaigning, and a collaborative, team-oriented work style.
Desired Qualifications, Skills, and Abilities:
  • Experience working, building trust, and developing people-centered campaigns with communities on the frontlines of injustice; 
  • Experience working with the United States federal government and/or state governments, including with Congress or state legislatures and the executive branch; 
  • Traditional and digital communications experience, including engaging with media outlets and developing and implementing digital advocacy tactics; 
  • Experience working internationally; 
  • Experience managing personnel; 
  • Fundraising experience, including grant writing and interacting with foundations.
  • Program and project management skills, including strategic planning and tracking accomplishments.
  • Experience developing campaign and advocacy strategies in collaboration with partners.
  • Experience working with directly impacted communities building trust and lifting up community voices to advocate for change.
  • Experience working in a framework of justice, equity, diversity, and inclusion and applying this lens to advocacy strategies.
  • Strong written, verbal, and interpersonal communications skills.
